Quebec's Latest Regulation to Restrict Access to Casinos for Money Laundering Offenders
Under this new legislation, individuals with a history of money laundering, forgery, usury, and drug offenses will be barred from casinos.
Anyone found guilty of these crimes within the last five years poses a potential threat to the casinos' integrity and the public’s trust.
The legislation will be applicable to all Loto-Quebec casinos across the province, although casinos owned by Indigenous Communities will be excluded from this mandate.
Claudia Loupret, a representative for the Quebec Minister of Finance, commented, “Our goal at Loto-Quebec and the government is to uphold the highest standards of responsible gaming and financial honesty. We trust Loto-Quebec to effectively implement these new protocols.”
This regulation comes in the wake of an audit conducted by Deloitte in 2021 , which assessed the influence of organized crime in Quebec’s physical casinos.
Commissioned by Finance Minister Eric Girard , the audit emerged after multiple media reports suggested that individuals affiliated with organized crime received preferential treatment at the Casino de Montreal.
One of Deloitte’s recommendations included restricting access for individuals connected to organized crime and money laundering.
